Its a movie of the HIV and AIDS breakthrough. Such an interesting one. They first discovered it as a sexual-transmitted disease but later, its a transfused-blood transmitted also.
And whats with the title?
Its because there is no step-up effort after the discovery of the disease. Just like in the titanic movie, when the ship was about to sink, the band keeps playing instead of getting themselves rescued.
